Does OSAP (Ontario Student Assistance Program) helps people with debt, but not with them?

Im asking because I'm entering college and I need help for students. Thanks to stupid shit young adults and people who help, I ended up moving 9600.00 debt. All on one My friends said they only had the lowest debt of 3000.00. I am also on disability have a permanent disability that the school also was under the tutelage of State, although I have no children, no assets, have left more time, then 4 years.
